MINUTES FROM THE OCTOBER 24, 2002 PUBLIC LIBRARY BOARD MEETING
PORT TAMPA CITY LIBRARY, 4-6PM

CALL TO ORDER:

Ms. Swisshelm, Vice Chairman called the meeting to order. A quorum was present.

APPROVAL OF THE AUGUST 22, 2002 MINUTES

Jim Harkins moved that the July 25, 2002 amended minutes be approved. Motion passed unanimously.

Margaret Fisher moved that the August 22, 2002 minutes be approved as written. Motion passed unanimously.

A quorum was not present at the September 26, 2002 meeting.

CHAIRMAN'S REPORT

None.

PRESENTATIONS FROM THE PUBLIC/SPECIAL GUESTS:

Brett Sharringhausen, President, Upper Tampa Bay Library Foundation, Inc. described the Foundation's upcoming fund raising event scheduled for October 26th. The proceeds will be divided between the Foundation and the Friends Group.

Maureen Gauzza, President, Friends of the Upper Tampa Bay Library stated that volunteers would work the fund raising event and Oktoberfest activities so that there will be no costs involved. The Board was invited to attend the festivities.

Ms. Gauzza requested a copy of the census tracts that identify the Upper Tampa Bay service area.

The Friends Chapter requested that the library be named the Upper Tampa Bay Library.

COMMITTEE REPORTS:

    NOMINATING COMMITTEE:

    None.

    PLANNING COMMITTEE:

    Mr. Stines stated that the Board of County Commissioners corrected the completion dates for the South Brandon and Upper Tampa Bay Libraries in the Capital Improvement Program. Completion dates for both libraries is December 2004.

    Mr. Stines stated that he has received calls from citizens who feel they are being left out of the planning for their libraries. In order to alleviate this situation the meetings will be advertised and held in the community. Mr. Stines asked that one member of the Planning Committee be present at each of these meetings. The first meeting will be scheduled in late November/early December.

    BUDGET COMMITTEE:

    Ms. Swisshelm stated that the budget report was a preliminary report and that a final report will be distributed in December.

    Ms. Swisshelm asked Mr. Stines to explain the expenditures of Character 30-048 Promotional Activities. Mr. Stines stated that there would be additional expenditures in that line item and that it was a donation to the Talking Books program and is being used to promote that service.

    The Budget Committee is continuing its study of the Exempt Manager's salaries.

    POLICIES & BYLAWS COMMITTEE:

    None.

    INTERNET USE SUBCOMMITTEE:

    None.

    SCHEDULING ADHOC COMMITTEE:

    None.

    PUBLIC ART:

    None.

UNFINISHED BUSINESS:

James Harkins made the motion that Ted Corwin be appointed the Library Board's Public Art Liaison to the Hillsborough County Public Art Committee. The motion passed unanimously.

NEW BUSINESS:

Library Board Orientation is scheduled for November 7 at 2:00 p.m. at the John F. Germany Public Library. All Library Board members are welcome to attend.

DIRECTOR'S REPORT:

Mr. Stines stated that this is the second year that there has been a double-digit increase in library activities with almost 5.5 million items circulated (including Plant City and Temple Terrace). A 37% increase in the number of customer signups for computer use, and the website had over 17 million hits.

The Children's Computer Lab is up at the John F. Germany Library and the upgrade to the Dynix System is awaiting approval by the BOCC on November 7th.
