- CALL TO ORDER:
Ms. Vickers called the meeting to order at 4:00 p.m. A quorum was present.

- APPROVAL OF THE LIBRARY BOARD January 22, 2004 MINUTES
Mrs. Swisshelm moved that the minutes be approved. Mr. Harkins seconded. The minutes were approved.
- CHAIRMAN'S REPORT
- PRESENTATIONS FROM THE PUBLIC/SPECIAL GUESTS:
Breanne Sanders, North Tampa Recreation and Boys and Girls Club; Christy Alkire, Sulfur Springs Action League; and Terry Cullen, Hillsborough County Planning Commission; addressed the Board requesting that the Planning Committee take into consideration a library for the Sulphur Springs Community.
Maureen Gauzza, President and Cindy Gormley, Vice-President, Upper Tampa Bay Friends of the Library, asked that the Upper Tampa Bay Library be moved into the Northwest Area of the Capital Facilities Plan and that the unfunded list include the additional square footage requested by the Upper Tampa Bay and South Brandon libraries. Ms. Challener responded that the unfunded list was not finalized and that there is no scheduled date for that plan to presented to the BOCC. /DD>
Fred Hearns, President, Ada T. Payne Friends of the Library, announced that on February 28th 11:00 – 2:00 College Hill will be hosting the African American Cuisine Taste Off. The Saunders Public Library will be closing for renovations during March. The Friends will have their March meeting at the West Tampa Public Library. /DD>
Jane Cropsey, North Tampa Friends of the Library, stated that they are pleased with the opportunity to expand the current site.
- BUDGET COMMITTEE:
Chair, William Scheuerle, stated that the Committee met on February 23.
January budget review - no questions were raised.
Manager's Salary Review: all Library managers are at or above the midpoint in their salary range. Salary increases this year ranged from 6.6% - 12.5%. The Committee will review Library Manager's salaries every four years. A county-wide salary study is scheduled for completion in Fall of 2004 and the Committee has requested a copy for their review.
Master Plan – The Budget Committee is recommending that since there was no budget presented with the Master Plan, that the Management & Budget Department in their review of the Master Plan supply the Library Board a financial analysis that will offer different types of options; such as source of revenue and implementation phases. The Committee is requesting that the review be completed during the FY05 budget cycle. Mr. Stines stated that Eric Johnson presented a financial analysis to the BOCC during a Budget Workshop and that he should be able to provide the Library Board with the requested information within the requested time. Mr. Harkins seconded. The motion passed unanimously. Staff will write the letter inviting Mr. Johnson to the March 25th Library Board meeting.
In response to Ms. Gauzza and Ms. Gormley Mr. Stines stated that Assistant County Administrator, Bernardo Garcia has been directed to establish a standing committee to review all master plans with cross departmental review and input.
Mr. Stines stated that the FY05 budget is the second of a two year budget cycle so no new requests or decisions are anticipated unless they are mandated by legislation. We have none, however, Mr. Stines has briefed the committee that there is an issue with the 105 temporary positions that do not receive benefits. As a result of meetings with the Budget Department a decision unit may be necessary.
- NOMINATING COMMITTEE:
- PLANNING COMMITTEE:
Chair, Sandra Cameron was excused. Ms. Challener gave the Committee report. The committee met on January 23rd and discussed the land for the Riverview parking and the North Tampa expansion. The Real Estate Department is negotiating on both those items. The Committee asked whether two lots would be sufficient for the North Tampa expansion. Architectural Services is working on a new site plan.
The BOCC has asked Library Services to provide information on urban and rural services. These are services that are provided in urban areas that are not provided in rural areas. Typically those services are water, sewer, lighting, etc. We have been asked to include libraries. Research has found that not too many libraries have annunciated levels of standards for different types of services other than square foot per capita and volume per capita. The Management and Budget Department will present the report to the BOCC on April 28th.
All of the permits have been pulled for the South Brandon Library project, Upper Tampa Bay is a few weeks behind due to the resettlement of the gopher tortoises.
The Saunders Library will be closed the month of March for refurbishment.
Ms. Vickers stated that Dr. Hires has expressed a desire to continue as Chair of the Cultural District Liaison. Dr. Scheuerle made the motion that a letter be sent to Mayor Iorio indicating that we have a Liaison and would like to have the Library represented at future meetings. Mr. Harkins seconded. Motion passed unanimously. Staff will prepare a letter for the Chairman's signature.
- POLICIES & BYLAWS COMMITTEE:
Chair, Alma Hires, stated that the Committee met on February 26th. The Committee made the recommendation that the Library Board approve the revised Request to Review a Web Site policy. Mr. Corwin moved that the Board approve the policy. Dr. Scheuerle seconded. The motion passed unanimously.
The Committee made the recommendation that the Library Board approve the naming the College Hill Library meeting room in honor of Matthew Gregory. Mr. Harkins made the motion that the community room at the College Hill Library be named in honor of Matthew Gregory. Mrs. Reeder seconded. Motion passed unanimously.
The Committee received a request to name the West Tampa Library community room in honor of Tony Garcia. A letter will be sent to the Ada T. Payne Friends requesting community input. Mr. Garcia was a very active member of the West Tampa Chamber of Commerce.

Mr. Harkins stated that the Galvin-Jaudon House is being moved to the area of Rodgers Field in Brandon and would like to have the facility evaluated for possible library use.
Mr. Touchton has agreed to donate his map collection to the History Museum.
Sulphur Springs - staff will invite Mr. Terry Cullen to make a presentation at the March 23rd Planning Committee.
- DIRECTOR'S REPORT:
Ms. Challener stated that the Brandon Regional Library has major structural problems. There are decorative marble panels that cover the perimeter of the building and the anchoring system is failing. The engineers have offered three different options for reattaching the marble, cost is estimated at $250,000. The owner of the construction company is deceased and the company is no longer in business so it is doubtful that recourse can be found through them.
The West Tampa dedication is projected for the end of April. Saunders rededication will be June 5th or June 12th.
The Service Employees International Union has representatives in the area and they have been visiting library employees at their homes.
